Job Description

1. Social Worker (Clinical) is expected to carry out the full range of work having overall responsibility for providing full range of clinical services; exercises full professional responsibility for soundness and validity of recommendations, reports, services, his/her findings, interpretations, and decisions. Services will be performed in accordance with generally accepted and standard psychological and psychosocial theories, methods, techniques, and practices in the field of clinical social work. Serves as Licensed Independent Clinical Social Worker (LICSW) providing Behavioral Health Services and Crisis Intervention for beneficiaries in the behavioral health program. Work requires specialized training, the use of very broad range of techniques, treatment modalities and/or methods, performed independently, with limited consultation. Employs counseling, psycho-therapeutic, psychometric assessment techniques to assist in the evaluation and treatment of beneficiaries; utilize diagnosis according to DSM-IV-TR, assessment, counseling and consultation not only with the beneficiaries but, with parents, teachers, primary care physicians, nurse practitioners, physician assistants, teachers, etc., as necessary to facilitate the beneficiaries adaptive assimilation into the family, educational and community systems. Independently provides a full range of clinical services to assess, diagnose, and treat patients; selects, administers, and interprets instruments for the purpose of assisting in the diagnosis and assessment of patients with behavioral/psychiatric disorders. Based on the assessment and diagnosis, provides individual, family and/or group counseling and psychotherapy using a variety of treatment modalities to beneficiaries with a variety of emotionally and mentally disabling disorders. Aids patients and their families with personal or environmental difficulties that predispose illness or interfere with obtaining maximum benefits from medical care. Works in close collaboration with physicians and other members of multidisciplinary team to further their understanding of significant social and emotional factors underlying patient's health problem. In the discharge planning process, helps patient and families through individual or group conferences to understand, accept and follow medical recommendations and provide service plan to restore patient to optimum social and health adjustment within their capacity. Utilizes resources such as family and community agencies to assist the patient to resume life in the community or to learn to live with disability. 2. Incumbent serves as a subject matter expert for emergency services and crisis intervention within the Medical Treatment Facility (MTF) Behavioral Health Service. Plans, establishes, and directs the provision of these services, and is the point of contact in providing emergency behavioral health services. Provides clinical consultation to other professionals and paraprofessionals, as necessary to facilitate the emotional educational and psychological adjustment of patients; coordinates with emergency department, pediatrics, and family medicine as well as other departments within the MTF and external agencies such as schools, juvenile justice, and law enforcement to ensure that emergency behavioral health services for beneficiaries are provided quickly and safely. Incumbent also facilitates referral to community agencies and when necessary coordinates inpatient psychiatric hospitalization. Develops working relationships with DoD organizations, Army program managers, and community service organizations to provide a network of assistance for Service Members and families. Ensures responses to SM and families are timely, properly coordinated, and meets their needs. Plans for, develops, and ensures the widest possible dissemination of information pertaining to Outreach Behavioral Health related services and activities. Performs research, analysis, and data coordination, develops reports, presents outcomes formally and informally to command and other interested parties. 3. Program Development and Measurement of Program Effectiveness: Incumbent independently conducts ongoing assessments of the social work role within the program, provides behavioral health needs assessment which translates to program development, and evaluation inclusive of modification of existing services. Responsible for the development of new initiatives and programs, modified or new treatment protocols, frequency and type of services provided, or new group sessions and classes. Responsible for development and maintenance of professional standards of service, initiating and effecting changes in methods that will promote efficient, effective practices, and coordination of social work services with other programs of service to the same group of clients. Responsible for promoting program, monitoring service patterns, and collecting outcome data to measure program effectiveness. Actively participate in the in-service training programs and DA, MEDCOM, and non-military educational programs, as required to ensure compliance with applicable regulations, quality improvement and safety standards, and to maintain necessary certification and licenses. Records and documents pertinent data in patient health records and in responding to consultations in a timely manner and in the format prescribed by applicable regulations. Actively participate in both administrative and professional staff meetings; with other professional staff and interdisciplinary team members, in the planning and administration of treatment programs as they pertain to behavioral health services.
