Job Description
Plans, coordinates, and implements a comprehensive Occupational Health and Military Readiness Program for the prevention and control of work related illness and injury for civilian and military personnel. Serves as direct primary clinician/provider in the capacity of a credentialed Nurse Practitioner for the Occupational Health and Army Public Health Sections. Duties include health management with responsibility for the independent examination, diagnosis, and treatment within personal credentials and privileges delineated by the MTF. Has full responsibility to administer the Occupational Health Program for activities assigned to the installation. This includes collaboration with Occupational Health Nurses, Industrial Hygiene, Safety, and Environmental Health to ensure success of the Occupational Health Program mission. 1. Plans, coordinates, and implements activities to accomplish the objectives of the Army Occupational Health Program as mandated in AR 40-5 and by various federal, state, local and OSHA regulations. Coordinates with Safety, Industrial Hygiene and Environmental Health personnel to identify specific worksite hazards. Conducts a comprehensive program of occupational medical surveillance examinations based on the actual and potential health hazards encountered in the workplace. The OHP includes but is not limited to the following programs in which civilians and military personnel perform duties: industrial operations, storage and handling of hazardous materials, MTF and post tenet activities. Arranges for, performs, or supervises performance of screenings, laboratory tests and other diagnostic measures and identifies normal versus abnormal findings. Performs job related health assessments including reproductive hazards, hearing and vision conservation, respiratory protection, asbestos surveillance, heavy metals surveillance, radiation protection, blood borne pathogen surveillance, ergonomic evaluations, job related immunizations, epidemiology investigations and Public Health Management support. Conducts medical history interviews, performs physical examinations/evaluations appropriate to the occupational physical requirements and potential exposures, treats job related injuries and illnesses, and prescribes further care and treatment as appropriate. Performs evaluations of employees absent from the workplace for specified periods of time due to illness or injury for purposes of temporary or permanent re-assignment, return to duty, or other reasons to ensure physical and/or emotional fitness for duty. Conducts work related physical exams for pre-placement, periodic, administrative, and termination purposes. Refers employees to primary health care provider for follow up or further evaluation of medical conditions identified during job related exams that do not have an impact on employment decisions. Evaluate individuals with disabilities to determine if they can perform the essential job functions and makes recommendations for reasonable accommodations. Performs evaluations and provides medical preparations for employees traveling to other parts of the world. Provides physical exams to assess physical and psychosocial health status for deploying and re-deploying civilians mobilizing with military units or deploying to existing units in Theater. Screens for required immunizations for deployment based on location and assessment of potential adverse reactions to immunizations. Assures all deployment regulations are followed and documented appropriately. Coordinates for waivers with primary care physician, UDC, SRP and appropriate Command Surgeon. Conducts physical assessment evaluations for clients being evaluated for LTBI and travel medicine. Acquires and maintains status as a DOT Certified Medical Examiner in order to conduct Federal Motor Carrier Safety Administration Commercial Driver physical exams. Coordinates or participates in epidemiological investigation of workplace exposures resulting in illness/injury, installation exercises and real world events. Assists as needed with CYSS consultation and program requirements. Performs ergonomic investigations. Collects and analyzes data and uses professional knowledge to make recommendations for the development, expansion or improvement of health programs and/or worksite modifications. Develops goals, objectives, standards and policies for assigned segments of the OHP. Collaborates with the Supervisor(s) in OH and PM to ensure the Occupational Health services provided are in accordance with medical, legal, and regulatory requirements. Maintains liaison with providers including physicians, clinical psychologists, technicians, etc. recommending practical measures for physical fitness for both military and civilian personnel and obtaining information relative to the fact-finding surveys. Recognizes cases of maladjustment, and other psychological diseases/disorders and refers to appropriate clinician for evaluation. Coordinates with other member of the medical staff such as lab and pharmacy. Furnishes, advice, instructions, CEU/CME classes related to aspects of Occupational Health to supervisors, management, and peers. Keeps abreast of advances in all areas relative to the field of occupational medicine and safety. Provides occupational health guidance, standards, and education pertaining to health and safety to identified groups. Provides health education in a variety of settings to individuals and groups in order to increase awareness of health risks due to workplace exposures and to enhance ability to make behavioral changes to reduce risk of acquiring work related illness or injury. Prioritizes educational efforts relative to the risk to the health and safety of the employee. 40% 2. Provides medical care and health assessments for civilian and military personnel; uses professional judgment to make recommendations for proper placement consistent with job requirements. Obtains health and occupational history and determines if health of employee is or will be compromised by the functional or environmental requirements of job. Questions patient regarding physical problems or discomforts and performs physical examination for abnormalities or signs of problems that would interfere with performance of required job duties. Discriminates between normal and abnormal findings to recognize physical, emotional, or mental problems and makes critical evaluation. Recognizes physical, emotional or mental problems that could compromise the health and safety of the individual or his/her co-workers during the performance of duties. Treats acute minor work related illnesses and diseases within the scope of individual credentialed capabilities. Independently determines and orders diagnostic tests appropriate to job-hazards, health history and occupational history, interprets results, discusses/interprets findings with employee, initiates follow-up if indicated and makes referral to appropriate specialty clinic or primary health care provider as appropriate. Interprets results of EKGs, spirometry, hearing and vision testing and refers to appropriate specialty if needed. Performs respirator clearance exams, and determines if employee is physically capable of wearing a respirator. Coordinates with facility managers to ensure that employees are provided appropriate personal protective equipment. 25% 3. Conducts studies and surveys of work sites. Applies basic knowledge of Industrial Hygiene and toxicology principles to recognize health hazards in the work environment, and determine the mechanism of the hazard and the specific negative health effects and target organs that may be affected. Determines appropriate medical tests/evaluation specific to the workplace exposure for early detection of job-related disease and prevention of further insult to the employee's health. Makes proper recommendations for corrective actions to the worker and supervisor within the worksite and coordinates these actions with IH, Safety, Environmental Health, Public Works, etc., when appropriate. Conducts the medical fitness-for-duty program in coordination with CPO, union representatives and related personnel, and provides data to Chief, Preventive Medicine. Conducts investigations of individual work sites of pregnant personnel to identify any environmental or physical hazards which might be detrimental to the developing fetus or well-being of the mother. Reports findings, with recommendations, to the PM supervisor and the employee's personal physician. 25% 4. Performs a variety of automation duties to include maintaining information input/update on a daily basis. Inputs and retrieves data, produces statistical graphs, tables, trend analysis and a variety of reports. Supports and actively participates in the Performance Improvement (PI) program. Ensures proper initiation, maintenance and disposition of employee medical records IAW the Privacy Act of 1973, AR40-66, Health Insurance Portability and Privacy Act of 2003, and MTF policy. 10% Performs other duties as assigned.
